Land use planning system

In Finland, there are four levels in the land use planning system. The upper level guides the lower level, with the size of the area under consideration decreasing and the detail of the planning increasing from the top to the bottom level.

1 National land use guidelines 
2 Regional plan 
3 Local master plan 
4 Local detailed plan

Local master plans and local detailed plans are discussed and approved by municipal decision-making bodies.

National land use guidelines [SS1]

contribute to promoting the following: 

1 well-functioning communities and sustainable mobility;

2 an efficient transport system; 

3 a healthy and safe living environment; 

4 a vibrant natural and cultural environment and natural resources;  

5 a renewable energy supply. 

Regional Land Use Planning for Northern Ostrobothnia

indicates the principles of land use and urban structure in the region and the regional resources necessary for the development of the region.

Local master plans

The local master plan defines the general guidelines for land use in a given area of a municipality. Pyhäjoki's local master plans are guided by the Regional Plan for Northern Ostrobothnia.

Local detailed plans

The local detailed plan defines in detail land use and the amount of construction at plot level. The preparation of the zoning plan is guided by the local master plan. The current local master and detailed plans for Pyhäjoki Municipality can be found in the geographic information system.
